RICS Consultation On New International Building Operating Standard

The Royal Institution of Chartered Surveyors (RICS), the UK-based professional body for surveyors, is developing a data-led, people-centric, holistic standard benchmark framework that will be referred to as IBOS (International Building Operating Standard) that goes beyond the traditional ways of measuring building performance, placing its users at its core.


According to an RICS press release, this person-centric and holistic approach will enable organisations to use the collected data to measure and benchmark the quality of their buildings in terms of function, sustainability, cost, performance, and compliance with best practices.


As part of IBOS, a self-assessment tool is also being developed, which will enable the input of data to score buildings against serval measures, so that continuous improvement can be made, delivering better buildings for people, society, and the planet.


The standard will be relevant for:

• Service/Facilities Management (FM) providers

• Asset managers

• Occupiers/occupier representatives

• Landlords and tenants

• Health and safety/Wellbeing professionals

• Technology providers

• Environmental/sustainability professional

• Investors

• Local authorities and central government


Paul Bagust, the head of property standards at RICS said: “Property managers and FMs can harness the vast amounts of data that buildings produce (especially data centred on the experience of its users), in a manner comparable with other benchmarks to allow informed strategic, decision-making.”
